The purpose of District English Learner Advisory Committee (DELAC) is to discuss the needs of district English learners. It is a legally mandated committee and officially advises the district on certain matters concerning English learners. Each school site elects a parent representative to attend each meeting. All parents, staff, and community members are welcome and encouraged to attend.

The LCAP work group takes a closer look at the goals, actions, and services in the district's Local Control Accountability Plan (LCAP) and actively solicits input from a wide variety of stakeholders in our community. The group's progress and findings are reported to the Parent Advisory Committee (PAC). The LCAP work group is comprised of parents, community members, school administrators and other district staff who serve unduplicated students (i.e. low income, English learner, and foster youth pupils).

The Local Control Funding Formula (LCFF) statute recommends that a Parent Advisory Committee (PAC) be established to provide advice to the TRUSD Board of Trustees and the superintendent regarding the district's Local Control Accountability Plan (LCAP). The Twin Rivers PAC is comprised of school administrators, School Site Council (SSC) chairs, DELAC elected representatives, English learner point people and/or teachers, and any other interested member vested in TRUSD. PAC must include parents or legal guardians of unduplicated students (i.e. low income, English learner, and foster youth pupils).
